Latin America Regional Coordination Unit

  1. Initial Work plan for the reported period
  2. - To support the adequate implementation of CBDC projects

    - To foster the discussion around approaches, issues, needs or experiences

  3. Activities during the reported period
  4. This work of this period was designed to allow an adequate transition of the RCU to IMCA. The first appointed coordinator – Alfredo Parra- traveled to Chile and stayed with CET for a period of six months. During this time, he worked with Camila Montecinos, getting acquainted with the history of CBDC, its mechanisms and procedures. It also helped Parra to know the CBDC field work in Chile

    The RCU coordinated visits by CBDC partners to the project in Chile The visits were mainly intended to get acquainted with the field work and to discuss the completion of their proposals and workplans for the s mainstreaming and PPB T- line during the second phase.

    Partners were assisted in the completion of the National Projects -work focused especially on the integration of the t-lines in the national work, integrating methodologies and policy issues.

    Assistance was also provided to partners in finalizing Technical Reports and summarizing them en English. Special attention was given to the national project in Peru, which had to be redesigned to fulfill new CBDC requirements

  5. Constraints faced during the reporting period:
  6. The main problem for the RCU has been financial constraints of partners and communication problems. In negotiations with donors during this period the CBDC Programme underwent adjustments in the budgets as a result of shortfalls in funding commitments. Communicating this process to regional partners was complicated .

  7. Results so far
  8. Translation of CBDC documents, t-line contents and framework of second phase could be organized and distributed .

    Final proposal from Latin American projects were submitted in English and Spanish

    Declaration of principles of CBDC - Latin America was elaborated and discussed.

    Documents related with human rights, community rights and TRIPS were summarized, harmonized and distributed to partners.

    Administrative monitoring procedures, communication channels and links with local staffs of the projects were implemented.

  9. Problems and emerging opportunities for implementation
  10. The RCU was temporarily inactive due to the resignation of Alfredo Parra as regional coordinator, because of personal reasons. Over two months were needed before a new coordinator could be appointed. Luis Eugenio Cifuentes became the coordinator on July 2001.

  11. Workplan for the next period
    • To organize a discussion agenda for the region every six months
    • To solve communications problems to select a yearly report for publication
    • To organize meetings and discussions with t- line coordinators
    • Implement a regional system of e-mail conferencing and monitoring.
