The Programme Coordinating Committee is the highest decision-making body within the CBDC Programme. Its role is to ensure that the Programme is implemented adequately, make policy decisions, guide relations with donors, and make sure that agreements among partners, between partners and farmers, partners and donors and partners and other cooperating institutions are fully honored. The PCC is also the final decision-maker in case of conflicts which have not been solved by consensus among the involved parties. Additionally, the PCC shall provide support or make sure that support is provided to partners at all levels whenever technical, methodological or institutional problems arise. During the first phase, the PCC was specially careful not to interfere with the autonomy of each partner, or with the mandate of the Global Coordination Unit. This attitude allowed to build trust and create a general style of horizontal relationships among partners, which is widely valued by CBDC members. However, this pattern of behavior simultaneously prevented the PCC from playing the active supportive role it was expected to play. Only in the last year and a half of the Programme did the PCC take a permanent active role in addressing problems and directing solutions. This was partially responsible for the overloading of the Global Coordination Unit in the first years of Phase I, and played an important role in the low pace at which some important problems were solved (i.e., coordination in Africa) During the second phase, the Programme Coordinating Committee will have the same mandate as in the past years, but it will additionally play a permanent supportive and monitoring role. The PCC will be directly responsible for the adequate implementation and reporting of the CBDC Programme, including the fulfillment of contractual agreements with donors. The General Coordinator of the CBDC Programme will be the Secretary to the PCC, and will report directly and regularly to its members. In turn, PCC members will undertake specific coordination tasks at the general level (i.e. closer supervision of some transversal line, regular communication with a specific donor, etc.) In order to ensure effective and agile responses to demands and opportunities within the CBDC Programme, the PCC will complement the scheme of one meeting every twelve to eighteen months (as followed during most of the first phase) with regular telephone conferences among all its members.
